Економічна політика фірми: інваріантна логіка раціональності.

Abstract

У статті здійснено теоретичне осмислення економічної політики фірми як самостійної системної категорії, яка формує внутрішню логіку економічної поведінки підприємства, організовує ефективне використання ресурсів, визначає пріоритети розвитку та окреслює межі адаптації до внутрішніх і зовнішніх чинників. У роботі запропоновано концептуалізацію економічної політики через ієрархію принципів, правил і механізмів, де принципи задають стратегічні орієнтири та критерії допустимості рішень, правила конкретизують їх у вигляді процедур, стандартів і алгоритмів розподілу ресурсів, а механізми забезпечують практичну реалізацію та адаптацію політики до змін середовища. Визначено чотири ключові інваріанти економічної політики — оптимізаційний, координаційний, регулятивний і адаптивний. У сукупності вони формують взаємопов'язану систему принципів економічної політики, забезпечуючи раціональне розподілення ресурсів, узгодження потоків завдань, балансування обмежень та пошук нових джерел ефективності.

The article provides a theoretical understanding of a firm's economic policy as an independent systemic category that shapes the internal logic of organizational behavior, organizes resource utilization, determines development priorities, and outlines the boundaries of adaptation to internal and external factors. It is shown that traditional approaches, which reduce economic policy to a set of managerial tools, procedures, or corporate regulations, are fragmentary and do not allow for a broader systemic perspective. The study proposes a conceptualization of economic policy through a hierarchy of principles, rules, and mechanisms, where principles define fundamental orientations and criteria of acceptable decisions, rules specify principles in the form of procedures, standards, and resource allocation algorithms, and mechanisms ensure the practical implementation of rules and the adaptation of policy to changing internal and external conditions. Four invariants of economic policy are identified — optimization, coordination, regulatory, and adaptive — which manifest across the functional, institutional, dynamic, and coalition dimensions of the firm. In the functional dimension, they ensure rational resource allocation, task flow coordination, balance of constraints, and the search for new sources of efficiency; in the institutional dimension, they form a system of incentives, norms, corporate policies, and rules that reconcile individual and collective interests; in the dynamic dimension, they provide structural rationalization, change alignment, internal control, and process evolution; and in the coalition dimension, they appear through mechanisms for harmonizing interests, building trust, social adaptation, and supporting participant initiative. This approach emphasizes the systemic and multidimensional nature of a firm's economic policy, its ability to simultaneously ensure efficiency, stability, and flexibility of organizational actions without directly imposing decisions, and opens new avenues for theoretical analysis and practical research of its structural and behavioral aspects.
