Концептуальні підходи до формування та розвитку системи кредитної кооперації

Abstract

У статті з’ясуванні особливості формування концептуальних підходів щодо розвитку системи кредитної кооперації, визначенні найважливіших проблем у розвитку кредитної кооперації, розглянуто найбільш дискусійні пропозиції Держфінпослуг щодо змін до концепції розвитку системи кредитної кооперації.

The purpose of the paper is to clarify the peculiarities of the formation of conceptual approaches to the development of the credit co-operation system, to identify the most important problems in the development of lending cooperation, to consider the most controversial proposals of the Financial Services Commission regarding changes to the concept of the development of the credit co-operation system. Methodology of research. The solution of the tasks set in the article is carried out with the help of general scientific and special research methods: scientific analysis and synthesis, systematization and generalization, a dialectical approach. Findings. The results of the study are the consideration of the most important problems of the development of credit unions and the possibilities of their solution, based on the development of a clear conceptual vision of the development of the credit-co-operative sector of the national economy. The most controversial proposals of the Financial Services Commission for changes to the Concept of Development of the Credit Co-operation System have been identified and discussed. Practical value. The article substantiates that an extremely important direction of improving the state regulation of the sector of credit unions is the formation of conceptual approaches to the development of a system of credit co-operation in Ukraine. It is the concept of the development of the credit co-operation system that is the document defining the strategic directions of the state policy in the sphere of development of the sector of cooperative lending with the minimum possible state interference and the principles of functioning of the credit co-operation system taking into account the positive international experience.
